docs: Move dev_scripts docs under docs/ dir 
Move the documentation on how to create and use containerized Dangerzone
environments under `docs/developer`, which seems like a more natural
place than a README under `dev_scripts/`.

Developer scripts

This directory holds some scripts that are helpful for developing on Dangerzone. Read the respective documentation for more details on some of the scripts.
